Executive Summary

A review of the current official provincial and territorial immigration websites shows that Canada still has a number of genuine entrepreneur/business-investment immigration pathways operating under Provincial or Territorial Nominee Programs.

These should not be confused with passive investor programs. With very limited exceptions, the programs require the applicant to come to the province or territory, establish or acquire a genuine operating business, personally and actively manage the business, satisfy an investment and/or job-creation commitment, and only thereafter qualify for provincial nomination for permanent residence.

Based on the present government information, the strongest programs that can presently be described as genuinely operating are:

Yes. This is presently one of the clearest active entrepreneur PNP programs in Canada.

British Columbia's official invitation history shows Entrepreneur Immigration invitations throughout 2026. Most recently, on August 25, 2026, BC issued: Base Stream: 11 invitations, minimum score 116
Regional Stream: 5 invitations, minimum score 116.

BC also conducted entrepreneur selections in January, February, March, April, May, June and July 2026.

Therefore, BC is not simply maintaining an old webpage; it is actively inviting entrepreneur applicants.

BC additionally provides an education-based alternative in certain circumstances where the ordinary business-experience requirement is not satisfied.

Business Requirement

The applicant may:

establish a new eligible business; or
purchase/take over and grow an existing eligible business.

The business cannot merely be a passive investment.

BC specifically excludes numerous passive or low-economic-impact activities, including passive investments, certain real estate activities, payday lending, pawn businesses, automated car washes, coin-operated laundries and simple import/export trading unless value added is demonstrated.

Process

The applicant first registers through the BC PNP entrepreneur system and receives a score.

The registration remains in the qualified pool for up to six months unless an invitation is received earlier.

Following an ITA, BC requires an authorized accounting firm to verify the applicant's net worth and accumulation of funds.

Once the provincial business application is approved, the applicant signs a Performance Agreement and receives support to obtain a work permit.

The entrepreneur then comes to BC, implements the business plan and operates the business. BC presently provides up to 20 months after arrival to implement the plan and satisfy the Performance Agreement before the nomination stage.

Assessment

Excellent current program.

For a conventional entrepreneur with approximately $600,000+ net worth and $200,000+ available investment, BC Base remains one of the most established and demonstrably active options.

2.BRITISH COLUMBIA – REGIONAL ENTREPRENEUR STREAM

This is particularly important because the financial threshold is significantly lower.

ACTIVE.

BC issued Regional Stream invitations as recently as August 25, 2026.

A $300,000 net-worth threshold coupled with a $100,000 minimum investment is particularly attractive, although finding a participating community genuinely interested in the proposed business is crucial.

3.ALBERTA – RURAL ENTREPRENEUR STREAM
Current Status
Genuinely active.

Alberta's current government page expressly states:
the AAIP is currently accepting EOIs under the Rural Entrepreneur Stream. The eligibility pages were also updated by Alberta as recently as August 12, 2026.

For this program, the business location must be outside the Edmonton and Calgary census metropolitan areas and generally in a community with a population below 100,000.

Community Involvement

A prospective applicant needs to work with the participating community.

The community assesses the proposal and, where supportive, provides a Community Support Letter.

The Business Proposal Summary and Community Support Letter form part of the EOI submission.

Business Operation

Following approval and receipt of the appropriate work permit, the entrepreneur must reside in rural Alberta and actively operate the eligible business.

For the regular new-business process, Alberta requires at least 12 months of active business operation before the Final Report for Nomination.

Assessment

Very attractive current program.

The $300,000 net worth and $100,000 investment thresholds make this one of Canada's lowest-entry mainstream entrepreneur nominee programs.

The principal difficulty is obtaining the right community support and presenting a business that genuinely adds economic value.

4.ALBERTA – FARM STREAM

Current Status

Active.

Alberta continues to accept Farm Stream applications and publishes current application procedures and a $3,500 application fee.

The applicant must demonstrate genuine farm-management ability through such evidence as prior farm financial documents, education, training, work history and a credible Alberta farm business plan.

Alberta Agriculture and Irrigation reviews the proposed farming plan for feasibility and consistency with Alberta's agricultural industry.

This is therefore a specialized route rather than a general small-business immigration program.

5.MANITOBA – BUSINESS INVESTOR STREAM: ENTREPRENEUR PATHWAY

Current Status

Active, but the procedure is unusual.

Manitoba expressly states that it has introduced a paper-based interim application process while technical changes are made to MPNP Online.

Importantly, Manitoba says:

EOI draws for the Business Investor Stream are not presently being conducted.

However, the province continues to accept Entrepreneur Pathway EOIs by email and states that it will issue a Letter of Advice to Apply where the EOI meets program requirements.

Accordingly, this should not be characterized as closed. It is operational under a different intake process.

Immigration Structure
The Entrepreneur Pathway follows a temporary-to-permanent model.

The applicant receives Approval in Principle and work-permit support, comes to Manitoba, invests in and operates the business and fulfills the Business Performance Agreement.

Nomination follows successful completion.

Manitoba's own annual-report material confirms this operating model and records Entrepreneur Pathway Approvals in Principle.

Assessment
Genuinely usable, particularly outside Winnipeg where the minimum investment decreases to $150,000.

However, because Manitoba is using an interim administrative system rather than conventional periodic entrepreneur draws, files should be pre-screened carefully before marketing the route.

6.MANITOBA – FARM INVESTOR PATHWAY

Manitoba currently publishes an interim application process for the Farm Investor

Pathway and continues to issue Letters of Advice to Apply to appropriate farm-

business candidates.

Active.

This is the replacement for New Brunswick's former Entrepreneurial Stream.

The current government website specifically refers to the “current and active New

Brunswick Business Immigration stream” and permits the applicant to submit an

EOI.

The applicant requires at least two years of qualifying experience in the previous five years.

That experience may be:
ownership of at least 51% of a private company; or
qualifying senior management experience.

The experience must involve management of daily operations and supervision of at least two employees.

Process
The applicant submits an EOI.

If invited, a complete business immigration application is submitted.

Once approved, the applicant obtains a work permit and establishes the New Brunswick business.

The province requires arrival reporting and a report on the opening of the business. After at least six months of business operations in accordance with the Business Performance Agreement, the applicant can request nomination.

Assessment
Very attractive on paper.

The $150,000 minimum investment and two-year business-experience requirement compare favourably with many other PNP entrepreneur streams.

For a conventional small-business owner, this deserves serious consideration.

8.NOVA SCOTIA – ENTREPRENEUR STREAM

The province expressly states that candidates complete an EOI and must receive an

The outside-Halifax option is particularly attractive:

$400,000 net worth + $100,000 investment + CLB 5.

For appropriate clients, it compares favourably with BC Regional and Alberta Rural.

9.NEWFOUNDLAND AND LABRADOR – INTERNATIONAL ENTREPRENEUR

The express statement that the EOI system is currently open makes Newfoundland considerably easier to describe confidently to prospective clients than programs where merely an old eligibility page remains online.

10.NORTHWEST TERRITORIES – BUSINESS STREAM Current Status
Clearly active.

The Government of the Northwest Territories specifically announced for 2026 that: the Business Stream remains open on a first-come, first-served basis.

The online NTNP portal also presently provides the Business Stream selection option.

adequate communication skills;
the education and experience necessary to implement the proposed business; sufficient resources to operate the business and maintain the applicant and family; no competing active provincial/territorial nominee application; and
a genuine intention to settle full-time in the Northwest Territories.

Exploratory Visit
An exploratory business trip and face-to-face interview form part of the process.

After approval, the applicant enters into a two-year Business Performance

Agreement and obtains work-permit support to establish the enterprise.

Assessment

Financially, the outside-Yellowknife option is one of the lowest-entry

entrepreneur pathways in Canada:

$250,000 net worth and $100,000 investment.

The obvious issue is location and the applicant's genuine ability and willingness to

reside permanently in the NWT.

11.YUKON – BUSINESS NOMINEE PROGRAM

Current Status

Active.

The Yukon government's entrepreneur pages were updated on September 3, 2026

and continue to provide a complete application mechanism.

The government instructs applicants how to submit a current Yukon Business

Nominee Program application and describes a 12–14 week initial decision process.

information technology, manufacturing, value-added processing, forestry, tourism, energy, mining/mineral development, agriculture, cultural industries or film/video production.

The current government eligibility page specifically identifies several businesses as ineligible, including ordinary:
retail;
wholesale/distribution;
restaurants;
financial services;
business/personal consulting;
many professional services;
real estate;
holding companies; and
gas stations.

Important Timing Rule
The applicant generally must not already have purchased or started the Yukon business when applying.

The applicant must demonstrate how at least $300,000 will be invested in eligible capital expenditures during the first two years.

Immigration Process
Qualified applications scoring at least 65 points enter a pool for up to six months.

Selected candidates are invited to verify their information and provide the detailed business plan.

An exploratory trip and in-person interview follow.

If ultimately approved, Yukon supports a two-year work permit.

Nomination/PR support follows after successful establishment of the business and satisfaction of program requirements.

Assessment
Active, but highly selective and much less suitable for conventional convenience stores, restaurants, trucking companies, retail stores and similar businesses.

12.PRINCE EDWARD ISLAND – WORK PERMIT STREAM

Current Legal/Program Status

This requires a major qualification.

The program has not formally closed.

The official PEI website still allows candidates to create Business Impact Category

EOIs and sets out a complete Work Permit Stream.

However, PEI's official invitation history reveals:

Thus, through the latest published draw of August 20, 2026, PEI has issued zero

Business Work Permit Entrepreneur invitations in 2026.

Accordingly, I would not presently market PEI as a reliably active entrepreneur-

selection program.

active ongoing management from PEI;
residence and substantial physical presence in the province; and
financial statements demonstrating at least $75,000 in eligible operating expenses.

Assessment
Technically existing, but commercially I would put this program on hold until PEI resumes entrepreneur invitations.

13.SASKATCHEWAN
Status: PERMANENTLY CLOSED
There is no ambiguity.

The Saskatchewan government states that effective March 27, 2025, the province permanently closed all Entrepreneur and Farm immigration pathways.

It further confirms:
no new applications;
no new EOIs; and
no further invitations.

Existing old applications may continue to be processed, but the routes are unavailable to new clients.

14.ONTARIO
Ontario does not currently have a general entrepreneur PNP pathway available for a new business-investment applicant.

The former OINP Entrepreneur Stream is not an available new intake.

Ontario substantially redesigned the OINP in 2026 and its present program is focused on workforce immigration rather than reopening a general entrepreneur stream. Therefore, an entrepreneur wanting to establish a business in Ontario would generally need to examine federal temporary business/work-permit strategies and other federal economic immigration routes rather than an Ontario entrepreneur PNP.

The lowest threshold does not necessarily mean the easiest case. Community referral, geography, business-sector restrictions, applicant experience, language ability and the credibility of the proposed business are often more important than the numerical investment minimum.

CONCLUSION

As of September 11, 2026, there remains a meaningful entrepreneur PNP market in Canada.

The programs I would be most comfortable presenting to a new overseas entrepreneur as currently operational, subject of course to individual eligibility and changing provincial allocations, are:

British Columbia Entrepreneur Base and Regional; Alberta Rural Entrepreneur; Manitoba Entrepreneur and Farm Investor; New Brunswick Business
Immigration; Nova Scotia Entrepreneur; Newfoundland & Labrador International Entrepreneur; Northwest Territories Business Stream; Yukon Business Nominee; and Alberta Farm Stream.

Among these, BC provides the strongest objective evidence of ongoing selections, because the province has repeatedly issued Entrepreneur Immigration invitations throughout 2026.

Alberta Rural is similarly important because Alberta expressly confirms that it is currently accepting EOIs.

Newfoundland & Labrador expressly confirms that its International Entrepreneur EOI system is currently open.

NWT expressly confirmed that its Business Stream continues to operate separately and remains open on a first-come, first-served basis in 2026.

PEI should be treated differently. Although the Work Permit Stream has not formally been abolished and EOIs can technically be created, PEI has issued zero

entrepreneur invitations in every published 2026 selection round through August 20, 2026.

Saskatchewan should not be marketed at all for new entrepreneur cases, since the province permanently closed its Entrepreneur and Farm pathways on March 27, 2025.

The overall model should also be made clear to clients: these are overwhelmingly active entrepreneur programs, not passive investment-for-PR programs. The investment amount is only one eligibility component. The applicant generally must establish or acquire a qualifying business, reside in the province or territory, actively manage it, satisfy a Business Performance Agreement, maintain the investment, create jobs where required and successfully operate the enterprise before nomination for permanent residence.
